While man's original sin may be a part of it, and Satan may be an instrument, perhaps it is really God's will it be this way?
God does not will division. It comes as a result of sin in the world. Just as God does not will evil, but again...original sin. I would think you would need a Theologian to put this verse in better context.
from Fr Keith (a Theologian :): the answer to Babylon (which you quoted) is Pentecost...in tongues where one language was spoken. The Holy Spirit comes to unify. Jesus's prayer in John 17 "all may be one as you and I are one." Also, the Catholic church speaks all languages (one faith). And we live in a culture where subjectivity reigns supreme. "What is true for you is not true for me." This clouds and confuses objective truth, that is Christ.
