Planning in Today's Government

AT&T has a wonderful series of commercials, for example this one on Lasers.  Sometimes I think the Department of Defense works this way, except without the grown up supervision asking the intelligent questions.

We sit around developing strategy upon strategy, not to deal with some upcoming Martian invasion or Zombie Apocalypse, but rather what should we do if we receive word from the top that we have to do things smarter, not harder.  The conversation is always about we want more.
